The Reds’ desire to rebuild
After a disastrous season, the Reds now require an extensive midfield rebuild. And if they fail to qualify for next year's Champions League, their owners could be forced to dig deep into their pockets in order to finance necessary transfer activity.
That means they need to acquire players capable of playing in a wide-ranging, orthodox midfield; unfortunately, signing an expensive name like Bellingham could take up much of their summer transfer budget if agents' fees and wages are included. At present, this strategy does not seem feasible at this stage.
Liverpool have now reportedly abandoned their pursuit of the 19-year-old, as The Times reports. As they realize that spending a large chunk of this summer's funds on one player is not the right strategy, they have created an alternative list of targets instead.

The 19-year-old’s desire to stay in Germany
Jurgen Klopp has long been linked with Borussia Dortmund midfielder Jude Bellingham, and the Reds have been heavily pursuing him ever since his arrival in Germany. But after months of negotiations, Liverpool have now reportedly decided against further pursuit of Bellingham and instead focus on other targets as they continue to revamp their midfield.
Liverpool have apparently ended their pursuit of Bellingham due to the high transfer fee they would need to pay Dortmund, The Times reports. The 19-year-old is under contract at Dortmund until 2025 and it is believed that Dortmund are seeking in excess of PS100m in compensation.
Liverpool have suffered a huge setback by not signing Bellingham, who they had hoped to bolster their midfield and boost their chances of qualifying for next season's Champions League. But, failure to secure Bellingham could open the door for other top European clubs to take advantage of his growing reputation and sign him.

The Reds’ desire to sign fresh faces
Liverpool have expressed a desire to add new players after having an uneventful start to the season. This strategy could prove fruitful as they seek to close in on the top four after winning two straight matches prior to the World Cup.
Jurgen Klopp has a range of options available as he searches to add players to his midfield squad. Though speculation has swirled around about taking Borussia Dortmund star Jude Bellingham on loan, Jurgen Klopp is considering other options as well.
Fulham midfielder Joao Palhinha, Wolves forward Ruben Neves and Inter Milan forward Nicolo Barella are all potential targets for Liverpool. While all three players possess high ratings in their respective leagues, their lack of senior experience may present a problem.
